Quest’s work is deeply rooted in resilience, helping individuals overcome adversity with a sense of belonging. By placing community at the core of our work, Quest helps dismantle the stigma and isolation that LGBTQIA2S+ individuals, people living with HIV, BIPOC, and low-income individuals often experience in mainstream healthcare settings.

Dr. Poison Waters is an entertainer, speaker, and host. For almost four decades Poison has been entertaining from countless stages throughout the Pacific Northwest and beyond, coordinating, participating in and hosting an endless docket of benefits, revues and shows for various local, regional and national charities.

Jackie Murphy
Chief Program Strategist
Jackie serves as the Collins Foundation's Chief Program Strategist, a role she stepped into in September 2021 after joining the Foundation in February 2018 as its third program officer. In this capacity, she has led the Foundation's shift in grantmaking practices to center communities and relationships — including the development and implementation of its grantmaking strategy and budget in partnership with executive leadership, trustees, the Community Resources Team, and nonprofit organizations. She is also responsible for shaping the strategic frameworks, policies, and processes that guide the Foundation's community investments.
Jackie's work is driven by a deep commitment to diversity, equity, and inclusion, and by the belief that communities historically excluded from decision-making and resources must be centered in philanthropic practice. She serves on the Foundation's Black Equity Movement Initiative and at several funder tables, including Oregon Freedom Funders, Oregon Civic Infrastructure Funders, and the Funders Advisory Board for Oregon Community Foundation's Black Student Success Initiative. Her volunteer commitments include board service with Oregon MESA and the NE STEAM Coalition, as well as an advisory board role with Oregon STEM.
Before joining the Foundation, Jackie spent more than two decades working in culturally specific nonprofits, developing deep expertise in culturally responsive practices across K–16 education, out-of-school-time programs, and mentoring initiatives. She has held leadership roles — including executive director, director, and manager — at Airway Science for Kids, Self-Enhancement, Inc. (SEI) in Portland, Opportunities Industrialization Center of Washington, and Heritage University on the Yakama Reservation.
Jackie's journey to this work is as layered as the communities she champions. Raised by her Filipino grandparents until the age of six, she immigrated to the United States to live with her father, an Air Force Sergeant, spending her formative years in Germany before moving to Shreveport, Louisiana. At sixteen, she found her way to the Pacific Northwest — making Portland her home base before spending twelve years in Yakama, Washington, and returning to Portland in 2009. She now lives in NE Portland with her beloved blended family: seven children, three Lolababies, two fur doggies named Marley and Nipsey, and her passionate and devoted husband and father, Kory.
Mary Rumbaugh: Quest Center’s 2026 Community Impact Award Recipient
Mary Rumbaugh is the Director of Clackamas County’s Health, Housing, and Human Services Department. She has been with Clackamas County since 2000 and holds a bachelor’s degree in social work from the University of Portland.
Throughout Mary’s 25-year history with Clackamas County, she has been an active leader in clinical and system change initiatives.
Mary brings forth a strong belief in the value of partnerships. She believes in a “lean in” approach when there are difficult system challenges and encourages partnerships, both internally and externally, to design systems and supports through the lens of the individuals we collectively serve.
